Free music downloads for all residents of Isle of Man. The island’s government suggests to allow its 80,000 residents to download as much music as they want in return of paying a music license fee. Minister Ron Berry introduced the idea at the MidemNet debate last Sunday.

While the response has been controversy the minister underpins its idea saying: “At the end of the day, we’re not going to stop piracy”. Instead the Isle of Man minister is trying to get the support from the music industry to realise its idea. “We wouldn’t be doing this if we didn’t think we would get support from the record industry,” he said. “That is essential. We’ve had a lot of help so far.”

The Isle of Man meets all requirements to set up an unlimited music download for its residents. There is 100 per cent broadband penetration and piracy exists within a normal range. The idea backs on a compulsory fee taken from each resident. the money then will be shared with the industry. It’s not known yet how much that will be.

The downside of a compulsory license fee is that those who don’t want to download music still have to pay it whether they use it or not. The industry however is convinced that licensing might solve some of the most crucial problems the music business has with piracy.
